According to the catalogue by Cig, p. 80, this is an illuminated page with two columns of text with the opening of the Shahnama.
This indicates that there is a folio missing immediately before this, to be supplied by the folio in the Keir Collection, III.128, which contains the left side of a double frontispiece on the recto and the start of the poem on the verso.
